The frequent occurrence of disasters in the last decade has caused many to question the sustainability of natural resource management. As a basic human need, water proves to be the most important and productive natural resource for disaster recovery, rehabilitation, and economical development.\r\nDue to the privatisation of water in most drought-affected\r\nareas and the destruction of traditional irrigation systems,\r\nvillagers are increasingly losing control over shared water\r\nresou:rces. Diminished control of resources by villagers increases\r\ntheir vulnerability to drought and other disasters.
