A major constraint to the development of Africa's Sahel is erratic rain\r\nfaII which, in some years, causes grain food shortages. In a region where cereal production is the main nutritional resource, and more than 85 % of the population is dependent on local agriculture, it seems illusory to believe that sustainable economic development might commence without first meeting basic needs.
